Clark International Airport and CAAP Signs the Philippine Aviation’s First External Data Provision Agreement

In a landmark achievement for Philippine aviation, Clark International Airport (CRK) proudly announces its role as the first aerodrome operator in the country to sign the Memorandum of Data Provision Agreement with the Civil Aviation Authority of the Philippines (CAAP). This milestone underscores CRK’s commitment to enhancing air navigation services and ensuring the highest standards of safety and efficiency.

The initiative stems from the Twenty Sixth Meeting of Asia Pacific Air Navigation Planning and Implementation Group (APANPIRG/26 WP11), where CAAP identified opportunities for improvement in the implementation of the Aeronautical Information Service (AIS) Quality Management System (QMS). Together with CAPTAIN EDGARDO G. DIAZ and the Aerodrome and Air Navigation Safety Oversight Office (AANSOO) under the leadership of CAAP Director General CAPTAIN MANUEL ANTONIO L. TAMAYO, CRK has embraced a proactive approach to meet international standards.  

“This signing marks a significant milestone in our efforts to elevate the AIS Quality Management System in the Philippines to international standards. We deeply appreciate the vital contributions of our data originators, including Luzon International Premier Airport Development (LIPAD).” CAAP Director General Capt. Manuel L. Tamayo emphasized.

Key initiatives undertaken by CRK and CAAP include:

  1. Guidance and Circulars:
    • CRK supports the implementation of Advisory Circular (AC) No. AIS/ATM-01-23, which provides comprehensive guidance on AIS QMS and formal arrangements with data originators. This ensures that aeronautical data meets stringent quality requirements set by ICAO and APANPIRG.
  2. Organizational Advancements:
    • CAAP’s establishment of the Aeronautical Information Service Group (AISG), as per Authority Order (AO) N. 002-2024, signifies a strategic shift towards enhancing operational control and optimizing safety within Philippine airspace.
  3. Collaborative Conferences and Trainings:
    • CRK actively participated in the AIS Data Originators Conference, organized in collaboration with AANSOO and CAAP’s AIS. This forum facilitated crucial discussions on formal arrangements and enhanced understanding of AIS processes and data quality standards.
  4. Customized Training Initiatives:
    • CRK received specialized training sessions provided by AIS technical team tailored to its operational requirements, ensuring compliance with AIS standards and enhancing data integrity.
  5. Initiation of Formal Arrangements:
    • CRK proudly initiated the signing of formal agreements with CAAP, setting a precedent for excellence in data provision and operational transparency.

Mr. Noel Manankil, President and CEO of Luzon International Premiere Airport Development Corp (LIPAD), operator and manager of Clark International Airport, expressed enthusiasm about this significant milestone, stating, “At Clark International Airport, we are dedicated to pioneering advancements in aviation standards. Being the first to sign this agreement ensures that CRK remains at the forefront of safety and efficiency in air navigation services across the Philippines.”

By signing the Memorandum of Data Provision Agreement, CRK reaffirms its commitment to safety, reliability, and the seamless flow of aeronautical information. This achievement underscores CRK’s pivotal role in the continued development and enhancement  of air navigation services across the Philippines.
