NOTICE OF APPLICATION FOR THE ADJUSTMENT OF 

AIRPORT USER FEES AND CHARGES

The public is hereby notified that Luzon International Premiere Airport Development Corp. (LIPAD) has filed an application for the adjustment in the Passenger Service Charge, Landing and Take off Fees, Aircraft Parking, and Tacking Fee in accordance with Section 22.3 and Annex 7 of the Operation and Maintenance (O&M) Concession Agreement between LIPAD and Bases Conversion and Development Authority (BCDA).

This proposed Adjustment of User Fees and Charges is being made in view of the annual inflation rate and the increasing administrative costs for supervision and monitoring of, maintenance and operation costs for airport facilities and services.

As mandated by the Bureau of Internal Revenue (BIR) through Revenue Regulation No. 009-2025, a twelve percent (12%) VAT was added to all local (domestic) sales of goods and/or services by a Registered Business Enterprise (LIPAD), regardless of income tax incentives, regime, and location, unless otherwise exempt or zero-rated under the National Internal Revenue Code (NIRC) and other relevant BIR issuances.

The adjusted rates are as follows:

PASSENGER SERVICE CHARGE

Domestic

(10% increase+ 12% VAT)

International

(10% increase)

PHP 370.00

PHP 830.00

The proposed adjusted rates are scheduled to be implemented on December 1, 2025.

 

PASSENGER SERVICE CHARGE (PSC) EXEMPTIONS

The Passenger Service Charge (PSC) should not be collected from the following passengers:


• Locally Recognized Exempted Passengers

1. Passenger Denied Entry
2. Overseas Filipino Workers
3. Athletes certified by the Philippine Sports Commission
4. Deportees
5. Passengers with valid Hajj Visa
6. Diplomats returning to work abroad


• Internally Recognized Exempted Passengers

1. Infant
2. Flight and Extra Crew

 

PASSENGERS CLAIMING FOR EXEMPTION

CRK will process PSC refund to exempted passengers within one (1) year from the date of their flight. Passenger may apply PSC refund at the CRK Terminal Fee Refund counter or may opt to apply online. Any refund request prior to July 1, 2022 will be redirected to their own air carrier. The concerned air carrier will process the refund by its refund policies.

Exempted passengers who will request for refund may follow the guidelines below:

PASSENGER SERVICE CHARGE (PSC) REFUND PROCESS

STEP 1: Scan QR code or access the PSC online application form
STEP 2: Accomplish the electronic PSC Refund Declaration Form
STEP 3: Upload a photocopy of the following documents:

                  • Boarding pass or air ticket
                  • Passport or any valid government ID
                  • Exemption Certificate, whichever is applicable:
                    • Overseas Employment Certificate
                    • Philippine Sports Commission Certificate

STEP 4: Sign the PSC Refund Acknowledgment Form.
STEP 5: Claim your cash refund.
